Bantuan dari pemerintah merupakan sebuah oase tersendiri bagi warga yang terdampak virus corona.
Diketahui sebelumnya jika pemerintah merencanakan beberapa jenis bantuan sosial khusus untuk masyarakat golongan menengah ke bawah dalam menghadapi pandemi virus corona.
Adapun bantuan tersebut, ada yang terdiri atas paket sembako, bantuan sosial tunai, dan bantuan langsung tunai.
Presiden Joko Widodo mengatakan, pemerintah akan memberikan bantuan tunai kepada warga yang ekonominya terdampak oleh pandemi virus corona ini.
Adapun bantuan jenis ini ditujukan untuk 9 juta keluarga di luar wilayah Jabodetabek.
Setiap keluarga akan memperoleh bantuan sosial tunai sebesar Rp 600.000 per bulan selama tiga bulan atau total Rp 1,8 juta.
Total anggaran yang dialokasikan pemerintah untuk bantuan ini adalah sebesar Rp 16,2 triliun.
Jokowi menyebut bahwa bantuan sosial tunai ini akan diberikan kepada keluarga yang tidak mampu dan belum terdaftar sebagai penerima bantuan sosial lainnya seperti Program Keluarga Harapan maupun Kartu Sembako.
Selain itu, pemerintah juga akan mengalihkan penggunaan dana desa sekitar Rp 21 triliun hingga Rp 24 triliun untuk bantuan sosial dana desa.
Dilansir dari Kompas.com (8/4/2020), bantuan sosial tersebut akan disalurkan melalui skema bantuan langsung tunai atau BLT kepada masyarakat desa.
Rencananya, BLT akan disalurkan kepada 5,8 juta keluarga miskin yang tinggal di desa dan selama ini tidak menerima bantuan dari pemerintah pusat maupun pemerintah daerah.
Masing-masing kepala keluarga akan mendapatkan bantuan sebesar Rp 600.000 per bulan selama tiga bulan.
Pemerintah menetapkan sejumlah syarat bagi masyarakat untuk mendapatkan bantuan sosial tersebut.
Di antaranya adalah:
1. Calon penerima merupakan masyarakat yang masuk dalam pendataan RT/RW dan berada di desa.

2. Calon penerima adalah mereka yang kehilangan mata pencarian di tengah pandemi corona.
3. Calon penerima tidak terdaftar sebagai penerima bantuan sosial (bansos) lain dari pemerintah pusat.
Artinya, calon penerima BLT dari Dana Desa tidak menerima Program Keluarga Harapan (PKH), Kartu Sembako, Paket Sembako, Bantuan Pangan Non Tunai (BPNT) hingga Kartu Prakerja.
4. Jika calon penerima tidak mendapatkan bansos dari program lain, tetapi belum terdaftar oleh RT/RW, maka bisa mengomunikasikannya ke aparat desa.
5. Jika calon penerima memenuhi syarat, tetapi tidak memiliki Nomor Induk Kependudukan (NIK) dan Kartu Penduduk (KTP), bisa tetap mendapat bantuan tanpa membuat KTP lebih dulu.
Namun, penerima harus domisili di desa tersebut dan akan dicatat alamat lengkapnya.
6. Jika penerima sudah terdaftar dan valid maka BLT akan diberikan melalui tunai dan non tunai. Non tunai diberikan melalui transfer ke rekening bank penerima.
Namun, jika penerima tidak memiliki rekening bank, maka bisa segera menghubungi aparat desa dan bank milik negara terdekat.
Selain itu, Himpunan Bank Negara (Himbara) juga mempermudah proses pencairan langsung penerima BLT secara nontunai, tanpa dikenai biaya dan bunga.
Caranya pun mudah dan cepat dengan hanya menyerahkan fotokopi KTP kepada kepala desa (kades), kemudian kades yang akan menyerahkan kepada bank-bank milik negara yang dilibatkan dalam program ini.
