Pencairan Tunjangan Hari Raya (THR) untuk PNS, TNI dan Polri tahun 2020 ini akan dilaksanakan pada Jumat (15/5/2020) mendatang.

Namun besaran THR untuk tahun ini berbeda dengan tahun-tahun sebelumnya karena keuangan negara yang sedang terganggu akibat pandemi virus corona.
Pemberian THR pada Aparatur Sipil Negara (ASN) mengacu Peraturan Pemerintah (PP) No 24 Tahun 2020.
Keputusan tersebut sudah ditandatangani Presiden Jokowi sejak Selasa (12/5/2020).

Pemberian THR di tahun 2020 hanya terbatas pada 13 golongan saja. Ini karena kebijakan Presiden di tengah wabah Virus Corona atau COVID-19.
Berikut 13 Golongan yang Dapat THR tahun 2020
1. PNS

2. Anggota Polri
3. Prajurit TNI
4. PNS, anggota Polri yang ditempatkan atau ditugaskan di perwakilan RI di luar negeri.

5. PNS, prajurit TNI, anggota Polri penerima uang tunggu.
6. PNS, prajurit TNI, anggota Polri yang ditugaskan di luar instansi luar negeri yang gajinya dibayar oleh instansi induk.
7. PNS, prajurit TNI, anggota Polri yang dinyatakan hilang.
8. Penerima gaji terusan PNS, Prajurit TNI, anggota Polri yang meninggal dunia, tewas, atau gugur.

9. Hakim dalam jabatan hakim madya muda ke bawah atau berpangkat kolonel ke bawah di lingkungan MA dan badan peradilan di bawahnya
10. Pegawai non-PNS, pada LNS, LPP, atau BLU.
11. Penerima pensiun atau tunjangan.

12, Pegawai lain yang diangkat oleh pejabat pembina kepegawaian atau pejabat dengan kewenangan sesuai UU.
13. CPNS

1. Pejabat negara, kecuali hakim dalam jabatan hakim madya muda ke bawah, atau hakim dengan pangkat kolonel ke bawah di lingkungan Mahkamah Agung dan badan peradilan yang berada di bawahnya.
2. PNS, prajurit TNI, dan anggota Polri yang sedang menjalani cuti di luar tanggungan negara.
PNS, prajurit TNI, dan anggota Polri yang sedang ditugaskan di luar instansi pemerintah baik di dalam maupun di luar negeri yang gajinya dibayar oleh instansi tempat penugasan.

Keputusan pencairan THR ASN tertuang dalam Surat Menteri Keuangan Nomor S-343/MK/.02/2020.

Dalam surat tersebut, Menteri Keuangan Sri Mulyani melakukan beberapa perubahan mengenai pemberian THR kepada PNS, prajurit TNI, anggota Polri, pejabat negara, hingga para penerima pensiun.
Hal ini karena saat ini fokus pemerintah untuk menangani pandemi virus Corona atau Covid-19.
Berdasarkan Peraturan Pemerintah (PP) Nomor 15 Tahun 2019, besaran gaji pokok PNS berjenjang sesuai golongan dan lama masa kerja yang dikenal dengan masa kerja golongan (MKG).
Berikut besaran gaji PNS untuk golongan I hingga IV.
Hitungan gaji dari yang paling terendah hingga tertinggi disesuaikan berdasarkan masa kerja atau MKG mulai dari kurang dari satu tahun hingga 27 tahun.
Golongan I (lulusan SD dan SMP)
Golongan Ia: Rp 1.560.800 - Rp 2.335.800
Golongan Ib: Rp 1.704.500 - Rp 2.472.900
Golongan Ic: Rp 1.776.600 - Rp 2.577.500

Untuk tunjangan PNS yang melekat yakni tunjangan anak, tunjangan suami/istri, dan tunjangan makan.
Tunjangan makan yang diatur dalam Peraturan Menteri Keuangan (PMK) Nomor 32 Tahun 2018 yakni sebesar Rp 35.000 untuk golongan I dan II, Rp 37.000 untuk golongan III, dan Rp 41.000 untuk golongan IV.
Lalu, PNS juga mendapatkan suami/istri yang besarannya sebesar 5 persen dari gaji pokok.
Terakhir, yakni tunjangan anak yang ditetapkan sebesar 2 persen dari gaji pokok per anak dengan ketentuan maksimal tiga anak.

Perbedaan dengan THR tahun lalu
Sebelumnya Sri Mulyani mengungkapkan, untuk THR tahun ini pemerintah mengalokasikan anggaran sebesar Rp 29,382 triliun.
Jumlah tersebut lebih rendah jika dibandingkan dengan anggaran THR tahun lalu yang sebesar Rp 40 triliun.
"Jadi total THR dicairkan pada jumat (15/5/2020) Rp 29,382 triliun," ujar dia.
Secara lebih rinci, anggaran PNS ini terdiri dari untuk PNS pusat, TNI, dan Polri sebesar Rp 6,775 triliun, pensiunan Rp 8,708 triliun, serta PNS daerah sebesar Rp 13,898 triliun.
ASN yang mendapatkan THR hanyalah PNS level eselon III ke bawah, itu pun besarannya tak penuh sebagaimana tahun-tahun sebelumnya. Sedangkan eselon I, II, serta pejabat lainnya tidak mendapatkan THR.
Sebagai informasi, dalam aturan terbaru, pemerintah melakukan beberapa perubahan mengenai pemberian THR kepada PNS, prajurit TNI, anggota Polri, pejabat negara, hingga para penerima pensiun.
Hal ini karena saat ini fokus pemerintah untuk menangani pandemi virus corona atau Covid-19 dan kebijakan efisiensi anggaran.
Mereka yang berhak mendapatkan THR hanyalah PNS level eselon III ke bawah, itu pun besarannya tak penuh sebagaimana tahun-tahun sebelumnya. Sedangkan eselon I, II, serta pejabat lainnya tidak mendapatkan THR.
