 Pemberlakukan Peraturan Presiden No.64/2020 tentang Perubahan Kedua atas Peraturan Presiden (Perpres) Nomor 82 Tahun 2018 tentang Jaminan Kesehatan akan memberatkan masyarakat.
Bisnis.com, JAKARTA — BPJS Watch menilai bahwa kenaikan iuran Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan melalui peraturan baru dapat memberatkan masyarakat dan subsidi yang ada berpotensi salah sasaran.

Koordinator Advokasi BPJS Watch Timboel Siregar menilai bahwa berlakunya Peraturan Presiden Nomor 64 Tahun 2020 tentang Perubahan Kedua atas Peraturan Presiden (Perpres) Nomor 82 Tahun 2018 tentang Jaminan Kesehatan akan memberatkan masyarakat.

Timboel melihat terdapat dua simpulan dari beleid tersebut. Pertama, pemerintah tidak memiliki kepekaan sosial dalam menetapkan besaran iuran tersebut di tengah kondisi pandemi virus corona.

Hal tersebut karena pemerintah hanya memberlakukan pembatalan kenaikan iuran peserta mandiri hingga Juni 2020, sesuai putusan Mahkamah Agung. Timboel menilai bahwa setelah itu, masyarakat masih akan mengalami tekanan perekonomian.

"Di tengah pandemi dan resesi ekonomi saat ini, Putusan Mahkamah Agung hanya berlaku tiga bulan yaitu April, Mei, dan Juni 2020, setelah itu iuran naik lagi," ujar Timboel pada Selasa (12/5/2020).

Mulai 1 Juli 2020, iuran peserta mandiri Kelas I akan kembali naik menjadi Rp150.000 per orang per bulan, dari saat ini Rp80.000. Lalu, iuran peserta mandiri Kelas II naik menjadi Rp100.000, dari saat ini Rp51.000.

Iuran peserta mandiri Kelas III saat ini masih sebesar Rp26.500 dan mendapatkan subsidi Rp16.500 sehingga totalnya menjadi Rp42.000. Namun, pada 1 Januari 2021, besarannya akan meningkat menjadi Rp35.000 dan subsidi pemerintah menjadi Rp7.000, totalnya tetap sebesar Rp42.000.

"Peserta mandiri adalah kelompok masyakarat pekerja informal yang sangat terdampak ekonominya oleh COVID-19, tetapi pemerintah dengan sepihak menaikkan lagi iuran Kelas I dan II yang tidak berbeda jauh dengan iuran sebelumnya yang mengacu kepada Perpres 75/2019," ujar Timboel.

Selain itu, Timboel pun menilai bahwa kenaikan denda iuran menjadi 5 persen pada 2021 akan turut memberatkan peserta. Pada tahun ini, denda yang diterapkan masih sebesar 2,5 persen.

"Padahal di Pasal 38 di Pepres [64/2020] ini menyatakan kenaikan iuran harus mempertimbangkan kemampuan masyarakat," ujarnya.

BPJS Watch pun menilai bahwa pemerintah melanggar ketentuan Undang-Undang (UU) Sistem Jaminan Sosial Nasional (SJSN) yang mengatur pemerintah harus membayarkan iuran Jaminan Kesehatan Nasional (JKN) bagi rakyat miskin.

"Tetapi di Perpres 64/2020, ini Kelas III mandiri yaitu Pekerja Bukan Penerima Upah [PBPU] dan Bukan Pekerja [BP] disubsidi Rp16.500 oleh pemerintah sejak 1 Juli 2020. Bahwa ada peserta PBPU dan BP yang mampu, tetapi iurannya disubsidi pemerintah," ujarnya.
